GAYA:मिर्ज़ा ग़ालिब कॉलेज के सेमिनार हॉल में डिजिटल गवर्नेंस पर एक महत्वपूर्ण लेक्चर का आयोजन किया गया, जिसमें मुख्य रूप से भारतीय पुलिस सेवा के अधिकारी और एडिशनल डायरेक्टर जनरल ऑफ़ पुलिस सह एडिशनल कमिश्नर ऑफ़ सिविल डिफेंस पटना डॉ. कमल किशोर सिंह ने अपनी बात विस्तार से रखी. कार्यक्रम का संचालन डॉ.सरवत शमसी तथा धन्यवाद ज्ञापन प्राचार्य डॉ. शुजाअत अली खान ने किया. इस अवसर पर डॉ.कमल किशोर सिंह को कॉलेज के सचिव शबी आरफीन शमसी द्वारा प्लांट और बुके आदि से सम्मानित भी किया गया.
अपने संबोधन में डॉ.कमल किशोर सिंह ने भाषा पर बात करते हुए कहा कि कम्युनिकेशन उस भाषा में होनी चाहिए, जिसे आम आदमी भी समझ सके. उन्होंने कहा कि अगर आपको अंग्रेजी नहीं आती तो दुखी नहीं होना चाहिए.चीन और रूस के लोगों को अंग्रेजी नहीं अपनी भाषा रुसी और चीनी पर गर्व होता है. हमें भी अपनी मातृभाषा और राष्ट्रभाषा के प्रति सम्मान पैदा करना चाहिए. उन्होंने कहा कि मिर्जा गालिब कॉलेज में उनके आने की पुरानी इच्छा थी जो आज पूरी हो रही है. सफलता के बारे में उन्होंने कहा कि जीवन में सफलता सिर्फ परिश्रम से नहीं मां-बाप के आशीर्वाद और भाग्य से भी प्राप्त होती है.पर भाग्य तब काम आता है जब परिश्रम, और आशीर्वाद हमारे पास मौजूद हो.उन्होंने कहा कि हमें मां-बाप का आशीर्वाद लेते रहना चाहिए और जीवन में कभी निराश नहीं होना चाहिए. श्री सिंह ने कहा कि भैरों सिंह शेखावत की नौकरी चली गई लेकिन वह उपराष्ट्रपति बन कर हमारे सामने आए.हमें दूसरा विकल्प हमेशा तैयार रखना चाहिए.
डिजिटल गवर्नेंस पर विस्तार से चर्चा करते हुए उन्होंने बताया जो गवर्नेंस शब्द है उसका अर्थ रेगुलेट करना है. हर आदमी को यह पता होना चाहिए कि हमें क्या करना है. पुरानी जो चीजें थी वह उस समय के लिए अच्छी थी, पर अब नए समय में नई तकनीक की आवश्यकता पड़ती है.हम आज घर बैठे अमेरिका के लोगों से बात कर सकते हैं. दुनिया में कोई काम ऐसा नहीं है जो किसी एक व्यक्ति के लिए है, कोई एक व्यक्ति जो कम कर सकता है उसे दूसरा व्यक्ति भी अंजाम दे सकता है. गवर्नेंस ऐसा ही कांसेप्ट है जिसमें सब लोग अपने लक्ष्य को प्राप्त कर सकें.उन्होंने राजतंत्र का उदाहरण देते हुए कहा कि राजतंत्र में भी कानून राजा नहीं बनाता था, उसके लिए धर्म संसद का निर्माण किया गया था. उन्होंने कहा कि गवर्नेंस की कल्पना है कि चीजें सब के लिए और सबके हित में हों .
कोई भी लाभ अगर आम आदमी तक नहीं पहुंच पाता तो यह अपने लक्ष्य से पीछे हो जाएगा. उन्होंने यह भी बताया कि बेस्ट गवर्नमेंट का मतलब है अपना काम सही तरीके से करना, गुड गवर्नेंस का अर्थ है, उसे जरूरतमंद लोगों तक पहुंचाना. उन्होंने केरल का उदाहरण देते हुए कहा कि केरल में शौचालय का निर्माण कराया गया, लेकिन उसका कहीं कोई उपयोग नहीं हुआ. इसलिए जरूरत है कि चीज वहां लगाई जाए जहां उसका उपयोग हो सके.इसी कारण पंचायती राज की स्थापना की गई,आईपीएस श्री सिंह ने कहा कि डिजिटल टेक्नोलॉजी पूरी दुनिया को एक तरह से जोड़ती है.
डिजिटल टेक्नोलॉजी में जिस भाषा का इस्तेमाल किया जाता है वह भाषा पूरी दुनिया की होती है.उदाहरण के तौर पर कंप्यूटर में अगर हम माउस शब्द का इस्तेमाल करते हैं तो अमेरिका भी माउस शब्द का इस्तेमाल करता है.उनका मानना था कि पूरी दुनिया में जो अलग-अलग कार्य हो रहा है उसे एक सूत्र में बांधना डिजिटल टेक्नोलॉजी का कार्य है. उन्होंने यह भी बताया कि जाने -अनजाने हम सब टेक्नोलॉजी से जुड़े हुए हैं बस इसका हमें आभास नहीं होता है. मोबाइल,फेसबुक व्हाट्सएप, बैंकिंग, रेल टिकट इस सब का इस्तेमाल हम कर रहे हैं, तो जाहिर है कि हम सभी तकनीक का ही इस्तेमाल कर रहे हैं. कार्यक्रम के अंत में डॉ. कमल किशोर सिंह के द्वारा अपनी निरंतर साधना और कॉलेज के तमाम विकासात्मक कार्यों के लिए डॉ. सरवत शमसी को सम्मानित भी किया गया.
