PATNA:पटना से बड़ी खबर सामने आ रही है जहां नगर निकाय चुनाव में आरक्षण को लेकर सरकार के द्वारा गठित अति पिछड़ा वर्ग आयोग ने सर्वे का काम पूरा कर लिया है. जल्द ही सरकार को सर्वे रिपोर्ट सौंप दी जाएगी.रिपोर्ट पेश होते ही चुनाव की घोषणा किसी वक़्त भी हो सकती है.
261 नगर निकायों में हुआ सर्वे
सर्वेक्षण का काम 10 दिन पहले शुरू किया गया था. एक नवंबर को एएन सिन्हा इंस्टीटयूट के विशेषज्ञों ने जिलों के संबंधित अधिकारियों के साथ बैठक की थी. सर्वेक्षण के लिए वार्डों में इनोवेटर की तैनाती की गई. बिहार के 261 नगर निकायों में अति पिछड़ों के सर्वे का काम पूरा कर लिया गया है. इसके जरिए नगर निकायों में चिह्नित 1050 वार्डों के करीब 52 हजार परिवारों की सामाजिक, शैक्षणिक, आर्थिक और राजनीतिक स्थिति का पता लगाया गया है.

एएन सिन्हा इंस्टीटयूट हो रहा है डाटाबेस तैयार
रिपोर्ट का अध्ययन एएन सिन्हा इंस्टीटयूट पटना में हो रहा है. इंस्टीटयूट सर्वेक्षण रिपोर्ट का डाटाबेस तैयार कर रहा है. अध्ययन रिपोर्ट एक सप्ताह में अति पिछड़ा आयोग (ईबीसी) को भेज दिया जाएगा. ईबीसी आयोग इसी आधार पर आरक्षण की संस्तुति चुनाव आयोग को भेजेगा. हाईकोर्ट के निर्देश के बाद निकाय चुनाव से पहले राज्य के सभी नगर निकायों में अतिपिछड़ों की सामाजिक, शैक्षणिक, आर्थिक और राजनीतिक स्थिति का पता लगाया जा रहा है.
मंतव्य के साथ अध्ययन रिपोर्ट सरकार को भेजी जायेगी
सर्वेक्षण का काम 10 दिन पहले शुरू किया गया था. एक नवंबर को एएन सिन्हा इंस्टीटयूट के विशेषज्ञों ने सभी जिलों के संबंधित अधिकारियों के साथ बैठक की थी. उसके बाद नगर निकाय क्षेत्रों में सर्वेक्षण के लिए वार्डों में इनोवेटर की तैनाती की गई. उक्त इंस्टीटयूट के विशेषज्ञों का कहना है कि सर्वेक्षण रिपोर्ट का अध्ययन गंभीरता से किया जा रहा है ताकि किसी प्रकार की त्रुटि न हो. एक सप्ताह में सर्वेक्षण का सार निकाल लिया जाएगा तथा मंतव्य के साथ अध्ययन रिपोर्ट भेज दी जाएगी.
एक वार्ड के 50 परिवार का हुआ है सर्वेक्षण
सर्वेक्षण के लिए प्रत्येक वार्ड में 50 परिवार को चिन्हित किए गए थे. परिवार के सदस्यों से उनकी आर्थिक, सामाजिक रूप से सक्रियता, परिवार के कितने लोग साक्षर हैं या उच्च शिक्षा ग्रहण किए हैं, परिवार में कोई व्यक्ति त्रिस्तरीय पंचायत, नगर निकाय या कोई अन्य राजनैतिक रूप से पदधारक है या नहीं, इसकी भी जानकारी ली गई है.सर्वेक्षण के लिए नगर निगम क्षेत्र में सात वार्ड चयनित किए गए थे. नगर परिषद क्षेत्र में पांच वार्ड तथा नगर पंचायत क्षेत्र में तीन वार्ड चयनित किए गए थे. राज्य में कुल 1050 चयनित वार्ड में सर्वेक्षण किया गया है. इसमें पटना जिले के 68 वार्ड शामिल थे.
