PATNA:राजद के प्रवक्ता शिवानंद तिवारी ने प्रधानमंत्री जी ने कुछ दिन पहले अल्पसंख्यकों,विशेष रूप से मुसलमानों को भाजपा से जोड़ने का प्रयास करने की सलाह दी थी. इसलिए उम्मीद थी कि अल्पसंख्यकों के उत्थान की चल रही योजनाओं में वृद्धि होगी.लेकिन बजट में मामला उलटा ही नज़र आ रहा है. अल्पसंख्यक मंत्रालय के बजट में 2022-23 के मुक़ाबले 2023-24 में 38 फ़ीसद की कटौती कर दी गई है. मेरिट छात्रवृत्ति, हुनर योजना, तकनीकी पढ़ाई में पिछले बजट में आवंटन 365 करोड़ रूपये से घटा कर 44 करोड़ रूपया कर दिया गया है.
उनका कहना है कि बजट में बेरोज़गारी दूर करने की कोशिश नहीं दिखाई दे रही है.रेलवे या सड़क के क्षेत्र में आवंटन बढ़ाने से रोज़गार का सृजन नहीं होता है. बल्कि यह कॉरपोरेट सेक्टर के उत्पादन को ही मदद पहुँचाता है.कुल मिलाकर यह बजट भविष्य की चिंता बढ़ाने वाला बजट है.मोदी सरकार का बजट भविष्य की चिंताएं कम करने के बदले बढ़ाने वाला बजट है
जिन मोदी जी ने मुख्यमंत्री की हथजोड़ी के बाद भी पटना विश्वविद्यालय को केंद्रीय विश्वविद्यालय का दर्जा नहीं दिया वे बिहार को विशेष राज्य का दर्जा दे देंगे?इसकी उम्मीद रखना खुद को भूल में डालने वाला है. बिहार-झारखंड जैसे निचले पायदान पर खड़े राज्यों को उपर उठाने की कोई योजना इस बजट में नहीं है.ऐसा नहीं है कि मोदी सरकार देश की हालत से नावाक़िफ़ है. देश के 81 फ़ीसद से ज़्यादा लोगों को केंद्र सरकार प्रति माह पाँच किलो मुफ़्त राशन दे रही है. अभी प्रधानमंत्री जी ने इसी योजना को लेकर दावा किया था कि मैंने किसी के चुल्हे को बुझने नहीं दिया.
देश की खेती घाटे में है. किसानों की हालत बुरी है. इसको मोदी सरकार क़ुबूल करती है. इसलिए सरकार 2018 के दिसम्बर महीने से किसान सम्मान योजना चला रही है. इस योजना के तहत तीन किस्तों में प्रत्येक किसान को छः हज़ार रूपये सालाना दिए जा रहे हैं.
देश बेरोज़गारी के अत्यंत गंभीर संकट से जूझ रहा है. लेकिन देश की इस चुनौती का मुक़ाबला करने का कोई गंभीर प्रयास इस बजट में दिखाई नहीं दे रहा है. आश्चर्यजनक है कि जिस मनरेगा योजना ने संकट काल में करोड़ों श्रमिकों को सहारा दिया उस योजना में 2022-23 के 78000 हज़ार करोड़ रूपये के मुक़ाबले राशि घटा कर 60000 हज़ार करोड़ रूपये कर दिया गया.
बाज़ार में खाद के मूल्य में अच्छी ख़ासी वृद्धि हुई है. अनाज महंगा हुआ है. लेकिन सरकार ने खाद में मिलने वाली रियायत (सब्सिडी) को बढ़ाने के बदले घटा दिया है. जहां 2022-23 में जो रियायत 2.25 लाख करोड़ रूपये थी उसको घटा कर 1.75 लाख करोड़ रूपया कर दिया गया है. खाद्यान्नों में मिलने वाली रियायत (फ़ूड सब्सिडी) भी 2022-23 के 2.87 लाख रूपये के मुक़ाबले 1.97 लाख रुपये कर दिया गया है. इन सबका नतीजा होगा कि किसानों की खेती महंगी होगी. अन्न और महंगा होगा.
